Here's the problem....
Car idles at 1000rpm and runs very rich at idle.

I had the car pre-emissions, 5 gas test.
At Idle my Hydrocarbons were 700-900, the other gases were well within spec. 
the dyno operator commented that my CO levels were very low.
At 2500rpm my Hydrocarbons dropped to 190, the other gases were well within 
spec.

I attempted to set the Fuel Mixture (without the test harness) and now the car 
will momentarily cut-out when driving at 3000rpms. The idle doesn't feel steady 
anymore,it kinda pulsates every 10sec or so. It doesn't show any RPM fluxuation 
but I can feel it.

Yesterday I replaced my O2 sensor and the coolant temp sensor (to the computer) 
on the side of the head and the car still runs rich, I can smell the fuel in 
the exhaust.

My cat was replaced about 4 years ago.

I attempted to connect a Fuel Mixture test harness to measure the mA but I 
couldn't get a reading.  Which harness am I suppose to tap into to get the 
reading?

Any ideas?

Keep in mind that I'm running CIS-E MOTRONIC.
