If you can obtain it, try a methacrylate; I have used a Plexus product.
Don't recall the exact formulation name/number, but can look it up, I think.
For some reason, "M3" sticks in my mind, and I don't mean the BMW model!
This is similar to an epoxy, in that it is a two-component mix, comes in a
bi-pack. Radiator wasn't pulled out, but was just cleaned somewhat right in
place, and also scarified using tip of pocket knife blade. Was fine until
car was in a accident that let the alternator fan chew up the upper hose and
its fitting . . . Plexus was originally gooped into the fins (naturally,
the original crack was along the seam) and onto the plastic header tank, and
was still holding, probably had 7 - 8 months of use at that point.
I have also successfully used it on the outlet side of the power
steering reservoir (cracked around the hose fitting; I pulled it off the
car, cleaned as best I could, using isopropyl alcohol after wiping off
everything I could, and finally scarifying the surface with a coarse file.
Has been nearly two years, and I drive roughly 30,000 miles a year.

Subject: [a2-16v-list] ot radiator repair

Hi,
Has anyone used something to seal the plastic portion of the radiator? My 92
Jetta is leaking. It started as a crack and now is a crack and a small hole
by the top hose. I've tried JB weld, but it still leaks.
Thanks,
John
