I did not drain the fluid. All I did was change all the belts including the  
power steering belt. The result was this and I am not certain why. I turned 
the  steering wheel lock to lock twice and it did not seem to help any. I will  
certainly try it again and will have some fluid on hand to replace if needed.

Jim,

Did  you change the fluid???  Have you added fluid since this 
started  happening??  There is a procedure in the Bentley to bleed the 
system  after changing the fluid or adding a large amount.  It 
consists of  simply removing the reservoir cap, and with the engine 
idling, slowly  turning the steering wheel lock to lock until any air 
bubbles  disappear.  You will have to keep adding fluid to replace the  
escaping air throughout the procedure and if you overfill it, you can  
always siphon out the  excess.......Jack
