Even though my 92 GTI is a 8V I've just gone through basically the same thing.  
It turned out to be a massive air leak caused by the intake boot having a tear 
in it big enough to drive a truck through but, being on the bottom side, it 
wasn't visible during a casual, head scratching inspection.  A new boot and 
resetting the ignition timing got it sorted out.
