Been there, done that.  Pull the headlight and disassemble as much of the 
fixture that holds the bulb in place.  Use a good spray type window glass 
cleaner (Invisible Glass for instance) and spray a good amount inside.  Stuff a 
large number of paper towels into the assembly and use a wooden dowel or wooden 
skewer to move the towels all over the inside.  Remove the wet ones, fill it 
again with a like amount of dry ones and repeat.  Yes, you will see some 
moisture remaining on the reflector but I've been able to remove the majority 
of it using the air gun on my compressor.  

Should you decide to pull the glass off, the adhesive you want to look for is 
GEOCEL 2320 Construction, Tripolymer gutter and narrow seam sealant, it will 
stick snot to a chicken's lip!!
