Yes, that file contains lot's of duplicate ways/nodes sitting on top of each other so it will never be able to be sub-divided (hence mkgmap blows up). Personally, I don't think we need to fix mkgmap to handle this because the data is obviously crap. What I can do is put in some code to detect this situation and issue a more useful error message before it bombs out. BTW if you download the same area, all the crap has gone away.
