On line 309 you have half commented out a rule:
#place=city & mkgmap:area2poi!=true {name '${name}, ${cladr:suffix}' |
'${name}'
| '${place_name}, ${cladr:suffix}' | '${place_name}'} [0x0100
resolution 16 default_name 'city']
That is the problem, but obviously mkgmap should give a proper error
message in this case.
