Hi Michael, the OMS wiki tells the important fact about multipolygon tagging (http://wiki.openstreetmap.org/wiki/Multipolygon#Tagging): "If relation is not tagged, the drawing style of outer ways is used."
The relation metioned by your were tagged - they had a name tag. So mkgmap uses the tags of the relation for the multipolygon and not the tags of the outer ways. Having only a name tag the outer areas are not included in the compiled map because there is no rule for polygons with a name tag only.
