Unless overridden by explicit access tags. So, hw=footway + horse=yes is free for riders. hw=cycleway + motorcar=yes ( in Germay called "Fahrradstraße" ) is free for cars. hw=footway + access=yes is free for everything. Of course you can do what you want in your style file.
