I am not sure, but it seems to be an error in RoundingUtils.java: int roundedMinLon = roundDown(b.getMinLong(), shift); int roundedMaxLon = roundDown(b.getMaxLong(), shift); Both the min and the max value are rounded down. This looks wrong.
