I was surprised to see that these values are written.
I've assumed that NONE means something like
"don't try to read start and end" to safe some bits,
It doesn't always take more bits to represent both sides of the road.
For example if the numbers are 4-10 and 5-11 and these numbers follow
from the previous segment, you can just use the one number to add 6 to
both sides.
