I have modified the mkgmap lines file to show at least the speed limit, if it 
is mapped.

highway=* & ref=*      { addlabel '${ref} (${maxspeed} km/h)'     | '${ref}' }

With this change, you can see the speed limit in brackets after the street 
number.
But this is plain text only and is not compared to your actual speed.

As said only NT maps support this feature. NT maps are not possible with mkgmap.
