Hi Craig, yes, data seems complete, but the order is different to normal osm files. Don't know for sure why mkgmap doesn't like it. Will look at this tomorrow.

I just downloaded just that relation with all its members in JOSM and the file has 359.898 bytes. What's the content of your data.osm?
