Details:
When pausing a file, clean_sources will remove the file's sources from the
queues and flag them not_found_score and outside_queue.
When resumed, the sources might be found again, but the source is ignored for
half an hour. This patch immediately picks up the source again and places it
back in old1 queue so it isn't missed.
It also changes the hard coded half hour ignore setting to min_reask_delay
for non outside_queue sources.
html_mods "sources" table is reformatted to be readable and the request
score/queue/last connect time is added to the vd # html sources table.
