Details:
- factor out Charset.Locale module with locale-dependent conversions, to
separate clearly stateful functions
- add new DC option default_encoding specifying character encoding to use for
communications with hubs (previously always CP1252, making non-english
searches impossible), with fallback to locale-detected encoding. This is not
ideal as we need hub-specific encodings, along with nick/password and managed
in single place.
