Any version of Linux with a recent glibc should have Maltese locales
already inbuilt.
linux.org.mt has itself some good information on Linux Maltese locales
and their use:

As for locale data in general:
The MSA is working on its set of standards for the Maltese locale.
I have some data I've been working on as part of an open source project
(not for linux). which is at:
http://oss.software.ibm.com/cgi-bin/icu/lx?_=mt_MT with source
http://oss.software.ibm.com/cvs/icu/~checkout~/icu/source/data/locales/
mt_MT.txt and
http://oss.software.ibm.com/cvs/icu/~checkout~/icu/source/data/locales/
mt.txt.
This data was donated to the universal locale project, and ended up in
glibc (in linux).
There's also a project under openi18n.org (formerly li18nux.org) for a
common repository of locale data, currently hosted at:
http://oss.software.ibm.com/icu/locale/
