have you tried getting it via HTTP? Your ISP might limit FTP
downloads. Here's a good example:

http://ftp2.de.freebsd.org/pub/FreeBSD/

Others can be found here:

How much space would a FreeBSD mirror consume? If it's not too much we
might consider mirroring it.
