I have an application on Windows (XP / W7) which was written using a  DOS under 
windows interface (crude).  The application is worth putting it under a Windows 
GUI and at the same time, allow me to use the same GUI for linux or the Mac.

I looked at wxwidgets and a few other gui interfaces, and decided I needed 
feedback from a developer. Our application makes use of TCP/IP and I did not 
see a networking library in most of the GUI suppliers offerings.  

My last programming in C++ was back in 1990 with DOS.  I presume that Windows, 
Linux or the Mac provide a designer tool to allow me to drag and drop widgets 
to create a window design. Just looking for fast and easy windows with ability 
to link to C or C++ source code.

Depending on what you mean by "GUI library", you may want to
consider Emacs.
