Sorry, I cannot reproduce this with an usb key under windows XP. Are you sure you are following these instructions?
http://mnemosyne-proj.org/help/running-from-usb-drive.php Also, if you have Mnemosyne installed both on the pc and on the usb key, make sure not to confuse the two installations.
