Thank you to both Peter and matthewD for your answers.  Given that this feature 
is not directly supported, I will try to come up with creative solutions to 
achieve my goal.  Maybe I will change the tags for an "excluded" card from "A", 
"B", and "C" to "not-A", "not-B", and "not-C".

The response from matthewD is more complicated than I want to take on right 
now.  I can program, though I don't know Python.  I want to keep the solution 
very simple and low tech as I can easily become distracted on programming 
issues.  Nevertheless I thank you matthewD.
