This resembles somewhat stateless SIP behavior (delivering of a message
regardless of the
transaction).
IIRC, right now it is not possible for the SBB to act transaction
statelessly (no SIP RA
transaction activity attachments).
Creating a new ST activity for retransmissions is an overhead, but if you
create a
Singleton SipStatelessRequestActivity and a SipStatelessResponseActivity at
the RA, it
will allow applications to behave as a stateless proxy in addition to
solving this issue.
