I was thinking that we would build those other things (Sync promo & set-up 
launcher; Marketplace launcher) as separate add-ons that also take advantage of 
the new promo-banner API.  They'd be little and pretty task-specific, but I 
figured that would be simpler than trying to jury-rig the Dynamic Snippets 
service into doing stuff it isn't really designed to do.

Does that make sense?
