I landed a new main menu in bug 958517 [1] for various Page actions. These migrated from the BrowserToolbar context menu, since that menu is hard to find but has some useful actions on it.
This change only affects Honeycomb (11) and higher. Gingerbread phones do not get the new Page menu, just like they don't have the Tools menu. The BrowserToolbar context menu still exists on Honeycomb (11) and higher. It just has a few less actions. One, Add to Home Screen, appears in both places.
