To add to this: if you create, stumble across, or review a bug that adds
features for developers, set the dev-doc-needed keyword. When you've written
the docs (or some other kind soul has), change it to dev-doc-complete.
If you can't block the landing on writing docs, this will at least help avoid
things falling through the cracks forever, and is less effort than filing a new
bug.
