We don’t yet.

We’ve considered this as an approach for other assets — string translations, 
per-locale tiles, hyphenation dictionaries — but nothing has been built so far.

If these reco models are ~8MB each, then some such mechanism (and its 
supporting CDNs/Play packaging, tooling, updaters, et al) becomes a de facto 
dependency for shipping this on Android. We can’t take a 25%+ size hit for this 
feature.

Granted, we don’t have to solve every problem in the area just to pull down 
models, but we’re definitely going to be bumping into a bunch of obstacles that 
we’ve charted out for other work, and it’d be nice to kill several birds with 
one stone, so keep that in mind.
