I propose to fail the Fennec build if this middle set grows. That is,

have filed Bug 1096627 [4] to track this work.
I have r+ on a patch, a green try build for the parts that matter, and a
small amount of positive feedback. I intend to land this early next
week if I don't hear significant objections before then. Once we land,
we can always adjust the definitions if we need to.
I landed this a little early 'cuz I got a good deal of very positive
feedback. We're green in fx-team! Don't break the build!
