In Bug 1122024 I'm about to make configure fail if you're using an old SDK. We do this periodically to catch up with the minimum supported version.
Builders are using 21ish, and if you're using anything earlier your build is probably failing, so this should be unalloyed positive: you'll now get an error in configure, not an error thirty minutes later. Scream if anything breaks.
