Originally the page was setup as a jumping off point for current
architecture discussions that are happening in Bugzilla to make it more
visible to contributors and other members of the team. I find that these
larger bugs tend to get buried along with all of the other bugs we have
filed. Now that I think of it, it might be better just replace that with a
link to a Bugzilla query that looks for a flag so it's always up-to-date
and use the wiki for more in-stone architectural discussions as you
mentioned in the first part of your question.
