We relied heavily on the results of a two-phase "card sorting" user research study that Gemma did. It would be interesting to see the same study performed for desktop. (Although some of our new changes are things that desktop already has, such as "General" and "Advanced" categories.)
We also used telemetry to help guide our some of our decisions. For example, "Clear private data" is one of the most-used settings, so we decided to move that to the top-level settings page.
