For some background, see https://blog.wikimedia.org/2012/06/19/announcing-the-official-wiktionary-android-app/ - it was a student project based on the old official Wikipedia app (which used Phonegap); I assume these volunteers are no longer active but am not certain if that answers the questions ;) There's also an inactive feedback page at https://www.mediawiki.org/wiki/Wikimedia_Apps/Wiktionary/Android/Feedback .
