I did a report on GSM system back in 1998. The only values I was able to get on the US market was the penetration level of GSM versus TDMA and CDMA systems.However, I do remember  finding abstracts for expensive research reports that did break down by carriers and technologies  so they may have breakdown by states.  These reports came from market research companies like IDC, In-Stat,Dataset, Gartner and such.

Also, since the market was still fragmented between a lot of players until at least 1998, it could be worth a try to recoup handset units sales for each technology  with the local carrier using that particular technology, especially for GSM/PCS. This could give a rough idea of penetration by region.
