Adam Denton, from the GSM Association, gave a really interesting
keynote speech at the recent m4d conference.  A copy of his slides

One interesting issue, which meshed with Nick Freeland's presentation,
was that mobile operators could take on - and in some senses are
taking on - the role of government Treasuries.  They provide the
fiscal link between governments and citizens, the absence of which is
seen as a root of governance failures, especially in Africa.

If anyone else has come across examples of this, I'd be very keen to
know about them.
