Can anyone point me to a source(s) discussing - ideally with some
stats - the differences between mobile subscriptions and actual
ownership and use; especially in Africa.

I've found a couple of items discussing the issues - an article by
Jeffrey James in Soc Indic Res journal, and
http://www.itu.int/ITU-D/ict/statistics/material/sutherland-mobile-numbers.pdf

But nothing yet that says something like - "actual ownership of
mobiles averages 64% of the subscription statistics in East Africa" or
similar.
