Xiaomi has promised KitKat update for Mi3, I don't know about the rest. But since L is going to be a major update, we can expect them to provide that one at least. As for their accessibility, I have read that some of their phones do not come preinstalled with TalkBack, but you have to go to the playstore and install it. Their Indian phones come with Playstore preinstalled, so that shouldn't be a huge issue though you would need some initial sighted assistance. I haven't tried a device as yet, but what I gather from some others who have, is that its quite workable.
