Hello,
After reading your mail, I wish to comment on some of your queries:

background
the person is currently using a handset without talkback facility e.g.
talx or in-built. the person wants to be able to read sms or
figure-out missed calls. the person may not want to buy a new handset,
and may not be comfortable with touch phones.

1. at what price and from whom may she buy the talx software?
a. if we can share the list of models that are compatible with talx,
it will help her.
My answer:
Nuance ZOOMS Talx software
 only run on this list of phones, which use the Symbian Series 60 and
Series 80 operating system:
Keyboard phones:

* Nokia 5320
XpressMusic
* Nokia 5630 XpressMusic
* Nokia 6700 slide (but not 6700 classic!)
* Nokia
6210
 Navigator
* Nokia 6220
Classic
* Nokia 6650
fold
* Nokia 6710 Navigator
* Nokia 6720 classic
* Nokia 6730
classic
* Nokia 6790 Surge/slide
* Nokia C5-00
* Nokia C5-00 5MP
* Nokia E5-00
* Nokia E52
* Nokia E66
* Nokia E71
* Nokia E71x
* Nokia E72
* Nokia E73
* Nokia E75
* Nokia N78
* Nokia N79
* Nokia N85
* Nokia N86
* Nokia N96
* Nokia X5-01

Currently, this software is not available to purchase in India and
upon the follow up, I learnt that it is likely to be available in
month or two.

So here another option is available that is mobilespeak to make your
talking phone. The above models are very much supported for your phone
for this software, too.
You can contact it's dealer Karishma enterprises based in Mumbai to
purchase this software. For more information visit:
http://www.karishmaenterprises.com/Mobile%20Speak.htm

there are few online stores like ebay, Amazon India offering these
phones even new ones and old ones. So you may search on these sites.

2. which qwerty handsets have an in-built speech software?
a. what is the typical price range of these handsets?
You may also want to try the nokia screen reader on the phones offered
by nokia. I doubt, whether it is inbuilt but you may download the same
separately on these phones. This is the free app and you can learn
more about it from here:
http://codefactoryglobal.com/app-store/nokia-screen-reader/

3. if she absolutely must go for a smart phone, which is the simplist to use?
a. she is 60+ in terms of age so....
age factor shouldn't be a problem. It entirely depends on her need and
sensitivity to learn new things.
b. are there any 2nd-hand iphones available that she could consider
buying.... in good condition... not the latest model of course!
I would not recommend old/used models as there might be chances of
having repair issues at the later stage and considering her age
factor, of course, we wouldn't expect her to take these troubles.

4. anything else that she needs to know or do? any better suggestion?
In my opinion, firstly, she should be patient to learn and adapt to
these technologies such as, getting acquainted with the accent
produced by tts, new mobile computing techniques, etc.
Secondly, she should spend some time with the actual user of this
mobile software who can guide her step by step in a simpler manner
suiting her actual needs to use the mobile phone.
  Thirdly, not to recommend her any used touch phones as it is not
made solely for the use of persons with blindness. If she is compelled
to take the old phones due to no availability of proper talking
softwares as suggested above, then she may think of getting the old
mobile phones with the proper talking software loaded on it. There
might be lots of blind persons willing to sell their old handsets
considering their change from these phones to touch phones. You may
examine these phones carefully with the actual condition of the phone
and presence of the talking software loaded on it.

If you are interested in procuring such phone, then you may get in
touch with me off the list.

I hope that I am able to provide you the little information needed to you.
Thanks,
