update suggests that this problem isn't necessarily triggered by this
new version.
Try going into Settings > Accessibility > Talkback > Settings (or
simply global context menu > Talkback Settings) and then into Manage
Gestures.
Assign swipe up to next granularity and swipe down to previous
granularity and use your granularity with utmost freedom with these
simplified gestures.
