Install DW Contacts and Dialer. It provides options for both tap and dial and lift and dial. The latter is the default. To activate tap to dial, dial ***046# Ones it is dialed, a prompt will appear, saying old dialing mode activated. Quit the app and relaunch, you would be able to double tap and dial with TalkBack.
