I think that would be the most useful implementation as well. I was just addressing your concerns of adding complexity to the xml. It's true that adding a single attribute to the <event-handlers> element doesn't add that much complexity - I think it's more in the way that people will then have to write their <event-handlers> blocks, meaning that they'll have to put thought into which events to group into which <event-handlers> blocks. Not that that's a bad thing, but it does introduce one more thing to think about.
