This is the second bugfix release in the ModemManager 1.8.x series. I wasn't
really going to push any new stable update in the 1.8.x branch, but there were
some obvious fixes that anyone shipping 1.8.2 would have wanted...
Overview of changes in ModemManager 1.8.4

The list of changes in this version includes:
* QMI:
** Fix assertion when cleaning up event report indications.
** Increased the number of open retries from 10 to 20, required e.g. for the
Telit LM940/960 modems.
* MBIM:
** Fix detecting errors in "Register State Set" responses.
* 3GPP interface:
** Use correct finish() method to complete user registration.
* Plugins:
** u-blox: fix segfault when UACT? returns empty band list.
* Base/Broadband modem:
** Fix error propagation in CDMA service status.
** Fix segfault when disposing modem.
* libmm-glib:
** Fix mm_manager_set_logging() operation.
** Fix manager interface proxy creation.
* Some additional memory leak fixes.
