Ok, I tried it with Apache 1.3.6 but it has the same results. I'm hoping the
newest mod_perl CVS will address this but it seems the tree isn't updating
on 6 hour cycles anymore...

i suggest downgrading to Apache 1.3.6.

my problem was that with the same configuration (brand new
machine, apache 1.3.6, mod_perl 1.21 and perl 5.005_61 installed
from source) Apache just died on the bootup when any PerlModule
was specified in the configuration. 'apachectl start' reported
'httpd started', but nobody was listening on the 80th port and
no apache was in the process list. downgrading apache to 1.3.6
solved the problem.

also, on my NT workstation, 1.3.9 for some strange reason could
not install itself as a service. and again, stepping back to 1.3.6
solved the problem.
