Missing src/include/alloc.h ?

Please ignore my previous message,
I let this message go out to the wrong mailing list.

I down loaded the CVS file apache-1.3_20000825041201.tar.gz and attempted a
make, that included: 
--add-module=/usr/src/mod_layout-2.3/mod_layout.c
It expects src/include/alloc.h
I noticed that this header file was included in the apache_1.3.12
distribution.
Is the file missing?
