Make error...

Just downloaded the latest apache_1.3.14 and mod_perl-1.24 and receive an error when 
trying to process the following:

perl Makefile.PL \
APACHE_PREFIX=/usr/local/apache \
APACHE_SRC=/temp/apache_1.3.14/src \
DO_HTTPD=1 \
USE_APACI=1 \
EVERYTHING=1 \

The error states that I must be using apache version 1.3.0???
What gives?
