Is mod_perl enabled on your server, ie does $ENV{'MOD_PERL'} exist?
How are you loading mod_perl? As a DSO?
How is mod_perl enabled in your httpd.conf?
What version of mod_perl / Apache are you using? On which OS?
Some more information/config chunks would help to debug your problem.
