I must be doing something dumb

apache 1.3.6, modp 1.19

When I include
<location blah>
        SetHandler perl-script
        PerlFixUpHandler Apache::MyModule
</location>

I get the error message

Invalid command 'PerlFixUpHandler', perhaps mis-spelled or defined by
a module not included in the server configuration
/usr/local/apache/bin/apachectl start: httpd could not be started

This has got to be some kind of cockpit trouble, but it is not 
comming to me. Regular PerlHandler statements work just fine.
