I found what is up.
Apache::Registry and Apache::PerlRun cannot handle request proxy:http://naive1.isd.dp.ua/cgi-bin/system-select-isd-request.pl

So another question (sadly that nobody answers to first one): why request, meant to proxy, is sending to Apache::Registry or Apache::PerlRun?
