May I see your client side HTTP log of the request-response transaction through mod_cgi vs. mod_perl?
I'm not sure what you mean. Do you mean my access_log? I have a deflate_log as well (that shows the compression stats as well). But, maybe you're talking about something else? If so, how do I get what you want?
