Both version have the same problem.
OK, if it fails with 0.8 then it's most likely the problem with Apache::Scoreboard.
I just double checked it works fine with 1.3.x on linux. Though I'm using the latest versions:
Apache/1.3.29-dev (Unix) mod_perl/1.29_01-dev
try to upgrade your apache and/or modperl
