I don't know if it's still the case with Apache2, but in Apache1 there
can be only 1 content handler that either returns 'OK' (ie. content is
generated) or 'DECLINED' (meaning: do it yourself Apache). To do what you
want to do I would write a handler in one of the earlier stages (probably
a fixup handler) that would set the handler.
