and where exactly do you configure, the registry module, Steve? I can't
see it in this config.

What if you chance that config to:

<Directory /web/ssldocs/foobar/auth>
   AllowOverride None
   Options +ExecCGI
   SetHandler perl-script
   PerlResponseHandler ModPerl::Registry
</Directory>
