Thanks for the reference. Some further investigating showed that calling t/TEST -clean is when I lose the -httpd_config setting which explains why `./Build test` is finding the wrong config file. I'm putting some debug statements into lib/Apache/TestConfigParse.pm::inherit_config() to see if I can track down where A::T is getting that bad location for the config file.
